El Gobierno estableció que será el que decida en qué casos aquellos que ingresen a la Argentina provenientes de zonas afectadas por el coronavirus deberán cumplir con los 14 días de aislamiento obligatorio. Lo hizo a través del Decreto 945/2020, publicado hoy en el Boletín Oficial.
El documento, firmado por el presidente Alberto Fernández, el jefe de gabinete, Santiago Cafiero, y todos los ministros, modificó puntualmente el artículo 7 del DNU N° 260/20, que amplió la emergencia pública en materia sanitaria por un año como consecuencia de la llegada del Covid-19 al país.
Con este cambio, ya no será todos los que ingresen al país quienes deberán cumplir con el aislamiento obligatorio, sino que las autoridades sanitarias o migratorias locales podrán hacer “excepciones” con algunas de las personas que entren al territorio nacional y permitirles quedar exceptuados del cumplimiento de la cuarentena, “siempre que den cumplimiento a las condiciones que estas establezcan”.
Esta norma regirá para “quienes arriben al país habiendo transitado por zonas afectadas” por la pandemia, por lo que el texto no se hace diferencia entre ciudadanos argentinos y extranjeros, al igual que ocurría con la medida anterior, la que dispuso la obligatoriedad del aislamiento para todos los que ingresaran desde el exterior.
Además, continuará vigente el requisito para los recién arribados de “brindar información sobre su itinerario, declarar su domicilio en el país y someterse a un examen médico lo menos invasivo posible para determinar el potencial riesgo de contagio y las acciones preventivas a adoptar que deberán ser cumplidas, sin excepción”.
Asimismo, se ratificó que “no podrán ingresar ni permanecer en el territorio nacional los extranjeros no residentes en el país que no den cumplimiento a la normativa sobre aislamiento obligatorio y a las medidas sanitarias vigentes, salvo las excepciones dispuestas por la autoridad sanitaria o migratoria”.
Entre los considerandos, el Gobierno señaló que esta decisión se tomó “en función de la situación epidemiológica actual” y aseguró que los cambios dispuestos “son razonables y se adoptan en forma temporaria, toda vez que resultan necesarias para proteger la salud pública de la población”.
En este sentido, el Poder Ejecutivo sostuvo que era necesario hacer estas modificaciones “de manera tal que las autoridades sanitaria y migratoria regulen las condiciones de ingreso al país de las personas, sean estas nacionales, residentes o extranjeras no residentes”.
Esta misma semana, la Dirección Nacional de Migraciones (DNM) detalló la serie de requisitos obligatorios para las personas que ingresen a la Argentina desde países vecinos, en medio de la restricciones sanitarias por la pandemia del coronavirus.
Todas las personas que realicen esa travesía están obligados a presentar una Declaración Jurada electrónica, 48 horas antes del viaje, en lo que certifiquen la ausencia de síntomas compatibles con el coronavirus Covid-19 y en el caso de los extranjeros, también tienen que presentar un hisopado negativo de no más de 72 horas de antigüedad.
Las únicas personas habilitadas para ingresar o salir del país, desde y hacia cualquier lugar del mundo, son argentinos nativos y extranjeros residentes en Argentina, quienes pueden hacerlo a través del Aeropuerto Internacional de Ezeiza, en el tránsito con Uruguay por la terminal Buquebús del puerto, o bien con los países fronterizos mediante los cuatro pasos terrestres habilitados.
En tanto, por razones turísticas sólo pueden ingresar los extranjeros nativos o con residencia en países limítrofes que lo hagan provenientes desde esos países únicamente a través del aeropuerto de Ezeiza, o Buquebús.
En todos los casos, los extrajeron deberán presentar previamente la Declaración Jurada, de carácter obligatorio, como así también un seguro médico Covid y un análisis PCR negativo, de hasta 72 horas previas.
En cuanto a la Declaración Jurada, los únicos ciudadanos exceptuados de realizarla de manera electrónica son los mayores de 76 años, quien en ese caso son asistidos por personal de la DNM para su presentación en los mencionados puntos de ingreso al país.
En ese sentido, se aclaró que “el no cumplimiento de los requisitos, además de la prohibición al ingreso a la Argentina, prevé multas a las compañías aéreas y empresas que permitan el tránsito de personas sin la documentación exigida”.
Tanto en Ezeiza como en la terminal fluvial, al igual que en los ingresos terrestres, continuaban en función los protocolos sanitarios coordinados con el Ministerio de Salud que garantizan el control de temperatura a través de las cámaras térmicas desplegadas en esos lugares y las medidas de distanciamiento social, tendientes a minimizar los riesgos de contagios.
