El Banco Mundial ratificó el lunes la decisión de desembolsar créditos por US$ 2.000 millones este año para al desarrollo de obras de infraestructura, protección social, salud, empleo y cambio climático, en el paÃs.
En este marco, se anunció también que el miércoles, el presidente Alberto Fernández, el secretario de Asuntos Estratégicos, Gustavo Beliz, y el ministro de EconomÃa, MartÃn Guzmán, mantendrán una videoconferencia con el presidente del Banco Mundial, David Malpass.
El compromiso respecto a los préstamos fue explicitado durante una reunión que mantuvo en Washington Guzmán con el director gerente de Operaciones del Banco Mundial, Axel van Trotsenburg.
Van Trotsenburg destacó a través de la cuenta de Twitter del organismo la “buena y productiva charla” mantenida con Guzmán y su equipo en Washington, y que ese organismo “continúa apoyando al paÃs con inversiones enfocadas en poblaciones vulnerables”.
El entendimiento con el Banco Mundial se produjo 24 horas antes de que Guzmán se reúna con la directora gerente del Fondo Monetario Internacional (FMI) Kristalina Georgieva, para renegociar la deuda de US$ 45.000 millones que el paÃs tiene con esa entidad.
En un comunicado de prensa, el Ministerio de EconomÃa anunció que Van Trotsenburg “reafirmó el compromiso del organismo de otorgar créditos a la Argentina destinados al desarrollo de infraestructura, protección social, salud, empleo y cambio climático, entre otros, por alrededor de US$ 2.000 millones durante 2021, de los cuales ya se aprobaron unos 420 millones en febrero “.
“Cuentan con nuestra solidaridad y nuestro apoyo. Vamos a acompañarlo con hechos no solo con palabras”, sostuvo Van Trotsenburg en el arranque del encuentro.
Por su parte, Guzmán agradeció el acompañamiento del BM, al destacar “el compromiso y capacidad operativa en este contexto difÃcil a la hora de la aprobación de los créditos y los desembolsos”.
Por este motivo, el ministro resaltó la importancia de incrementar el financiamiento en proyectos vinculados tanto a la emergencia sanitaria como a aquellos que apunten al mediano y largo plazo y que impliquen iniciativas que “eleven la competitividad en el sector transable”.
“Estamos trabajando para resolver los problemas estructurales de Argentina, lo cual requiere de generación trabajo, inversión en educación, acceso a la vivienda y niveles de infraestructura superiores a los que hoy tenemos”, agregó Guzmán, según el comunicado.
Ambos funcionarios acordaron seguir trabajando conjuntamente para abordar los desafÃos tanto coyunturales, sobre todo los derivados de la pandemia de la Covid-19, como los estructurales de mediano y largo plazo.
Durante el encuentro, Guzmán y Van Trotsenburg resaltaron que los préstamos del Banco Mundial a aprobar entre febrero y junio de 2021 representan aproximadamente US$ 1.200 millones, mientras que el monto a aprobar entre julio y diciembre asciende a aproximadamente US$ 800 millones.
Esos créditos proveen financiamiento de largo plazo a tasas bajas y están destinados a áreas de infraestructura, protección social, salud, empleo y a lidiar con los efectos del cambio climático.
Guzmán y Van Trotesenburg también destacaron que el flujo neto de recursos del año pasado fue positivo para el paÃs en US$ 409 millones, el más elevado de los últimos 5 años. De esta manera, la Argentina cuenta con una cartera de 26 préstamos del Banco Mundial por un monto total de US$ 6.149 millones, de los cuales restan desembolsar US$ 2.066 millones.
En lÃneas generales, Argentina mantiene con el Banco Mundial una cartera activa de 22 proyectos de inversión con US $ 6.200 millones en préstamos comprometidos, una garantÃa por US $ 466 millones y dos donaciones por un monto de US $ 10 millones, según precisa el organismo multilateral en su sitio de internet.
La cartera se centra en programas de apoyo en las áreas de salud, medio ambiente, educación, infraestructura, mercado laboral y protección social.
En febrero último, el directorio de la entidad aprobó dos prestamos para la Argentina.
Por un lado, un financiamiento de US$ 300 millones a pagar en 30 años y con 7 años de gracia, que servirá para ampliar y mejorar los servicios de agua del gran Buenos Aires.
Asimismo, otros US$ 120 millones se aprobaron para la construcción de viviendas sociales, con el objetico de beneficiar a unos 10.000 habitantes de la provincia de Buenos Aires.
También hay en carpeta otros dos préstamos que serÃan aprobados por el directorio del Banco Mundial a fin de mes, uno relacionado con el sector de salud, por US$ 250 millones y otro para mejorar el gobierno electrónico, entre otras cuestiones.
